CPIC Analyst

The purpose of the CPIC Analyst is to fill the need for Federal Capital Planning and Investment Control support at one of our large clients.  Main functions will be budget formulation, capital planning advisory services, Exhibit 300 & 53 preparation, capital planning maturity improvement and process engineering. 

Qualifications/Experience: 

  • 5 years experience working in an Information Technology environment
  • 2 years experience with Federal Capital Planning and Investment Control (CPIC)
  • 2 years experience with ProSight Portfolios, or similar portfolio management software
  • 2 years experience preparing U.S. OMB Circular A-11 Section 7 Exhibit-300s and Exhibit-53s
  • 2 years experience in the following areas: CPIC Policy development and Implementation, Budget Formulation, Acquisition Strategy, Project management (Select, Control and Evaluate), IT System Evaluation, Using Enterprise Architecture to support Capital Planning decision-making, familiarity with the GAO Information Technology Investment Management (ITIM) model
  • Experience with the following aspects of  CPIC:
    • Funding Plan and Lifecycle BudgetsProject Management Plans and Earned Value Management
    • Justifications, Partnerships, PMA
    • Goals and Performance Measures
    • Alternatives and Cost Benefits Analysis
    •  Risk Analysis and Mitigation
    • Acquisition Strategy
    • Enterprise Architecture
    • Information Security and Privacy
    • e-Government
    • Conducting CPIC analysis and preparing documentation
    • Streamlining the enterprise-wide CPIC process
    • Conduct ITIM maturity improvement

  • Ability to pass Minimum Background Investigation (MBI)
